Who we are
Three Cedars Advocates and Consulting is led by Dolcie Kaylor Niemi, an experienced professional with a Bachelor of Science in Social and Behavioral Science and a Master of Health Leadership. With nearly two decades of experience in social services, Ms. Niemi has worked with some of the most vulnerable populations in Washington State. Her extensive background includes serving as an adoptions specialist with the Department of Children, Youth, and Families (DCYF), volunteering as a special advocate for Clark and Cowlitz County Child Advocates, and working with the Program for Assertive Community Treatment (PACT), where she provided intensive community-based services to individuals with co-occurring substance use disorders and mental health conditions.
We are proud members of the Council of Parent Attorneys and Advocates (COPAA), the Association of Family and Conciliation Courts (AFCC), and the National Association of Community Mediation (NAFCM). Additionally, Ms. Niemi is certified as a non-attorney special education advocate, bringing specialized expertise to support families navigating complex educational systems.
